The votes that ended the renewal

Eleven Council members voted for the United States draft on 30 October 2026. The Russian Federation vetoed it. China, Pakistan and Somalia abstained, so the draft failed even though it had majority support. The draft, numbered S/2026/868, would have extended the mission for one year, to 31 October 2027. It would also have cut the military component, made Morocco's autonomy plan the sole basis for talks, removed the referendum reference, and renamed the mission from MINURSO to MINUSO, the UN Mission in Western Sahara. A Russian counter-draft, S/2026/870, then failed as well. It proposed a one-year extension to 31 October 2027 with no change to the mission's name, functions or structure. The UN meeting record gives its result as three votes in favour, from China, Somalia and the Russian Federation, one negative vote by a permanent member, the United States, and 11 abstentions. Some secondary accounts described that second vote differently. This post uses the UN meeting record as its primary account, since it is the Council's own record of the meeting. The differing description is not treated here as settled.

What changed

For decades, renewal of this mission was routine. On 30 October 2026 that routine broke. The Council last extended MINURSO through 31 October 2026 under Resolution 2797, adopted in October 2025, which called for negotiations based on Morocco's autonomy proposal and asked the Secretary-General to review the mission's future. The failure of both drafts on 30 October means no successor resolution is in place when that mandate ends. Before 30 October, the question before the Council was how long the mission would be extended. After the votes, the question became whether it has any legal mandate at all. That shift is what makes this vote different from an ordinary disagreement over wording. Morocco's royal palace welcomed the non-renewal and said mission personnel and equipment should leave in the coming days. In Laayoune, streets were decorated for Unity Day. France and the United Kingdom backed the United States draft and Morocco's autonomy plan.

The dispute behind the vote

Western Sahara is mostly controlled by Morocco but claimed by the Algeria-backed Polisario Front, which seeks an independent state. The dispute is about half a century old. MINURSO was established by Resolution 690 in 1991, under settlement proposals accepted in 1988 by Morocco and the Frente POLISARIO. It has 155 military personnel and was budgeted at $62 million for the fiscal year that began in June 2026. The name change proposed in the United States draft was not cosmetic. Removing the referendum reference and renaming the mission MINUSO would have signalled that the Council no longer framed the mission around a referendum, and instead framed talks around the autonomy plan alone. That is why the two drafts were not two versions of the same renewal but two different directions. Morocco presented its autonomy plan in 2007, and Resolution 2797 in October 2025 had already called for negotiations based on that proposal.

Date What happened

2007 Morocco presented its autonomy plan
October 2025 Resolution 2797 extended MINURSO through 31 October 2026

31 October 2026 MINURSO mandate expires unless extended

Glossary

MINURSO: The UN Mission for the Referendum in Western Sahara, created in 1991. Veto: A negative vote by a permanent Council member that blocks a draft even when it has majority support. Penholder: The Council member that leads drafting on a file. The United States held the pen on Western Sahara. Autonomy plan: Morocco's 2007 proposal for Western Sahara, which the United States draft would have made the sole basis for talks.

What happens next

Unless the Council agrees a last-minute extension, the mandate expires on Saturday 31 October 2026. Whether mission activities cease immediately at midnight was not confirmed, and this post does not claim a full withdrawal timeline. What to watch is any new Council meeting, any statement on the departure of personnel and equipment, and the positions taken by Morocco and the Polisario Front in the days after expiry. 📷 Photo credit: Jakub Hałun, Wikimedia Commons (CC BY 4.0) — file photo
